She will say she's about to have tea and she will ask you to join her. then she will say that your Pokemon are dirty. she will ask you which one to groom. choose chansey. then talk to her again. she will explain to you on how your Pokemon should love you. she should say this about your chansey. "It couldn't possibly love you any more then it does now. Your Pokemon is happy beyond words." When she says this about your Chansey, then you know it is ready for chansey to evolve. just make chansey level up. once it levels up and the battle is over, it should show you that chansey to evolving into Blissey. i don't have Pokemon emerald, but the answer is always the same. not how long. how many steps. walk ALOT and the egg will slowly start to hatch
