Yes they can. They have to have a high relationship with them and be in love with them but you can click on the other Sim and click "Propose.." and then "Engagement" and then "Marriage" if they except!

To see if your sim says yes, he/she will jump up and down for yes and a message will appear that you are now engaged on your screen.
