you see the relationship bar down the bottem that has to be around 100 100 with a heart there when you talk to the sim there should be a little thing that says propose... click on that and then it should say MOVE IN GIVE PET or PROPOSE so yer click propose but if you wont the guy to propose you have to ask him to move in and then propose
but if you wont to do things more fancy you can ask them out on a date to tea and when you both are sitting down it will say something like PROPOSE or SURPRISE PROPOSE

You can't get married on the psp version but i have sims 2 on the pc. how i get sims to marry, they must be in love. be under the boy sim. click on the girl sim, click on propose, engagement. after the engagement, anything could happed. wait a day or 2 in sim time then have your game under the boy click on propose, marrige. :) hope i helped!

If you want your sim to propose to a boy you have to do the kiss icon on the screen 2 or 3 times (they have to accept the kisses). yeah a girl sim can propose!!!!!! mine is a girl too and i got her to propose!!!! you have to kiss (not make out) them 2 or 3 times (maybe more) then on the list of things you can do or say, it will say propose click on that and shell get on her knees and hold up a diamond ring. if there is white stuff and hearts around them hell say yes if there isn't hell say no (mine said no the first 2 times)... then if it worked it will say congradulations! you married ___________ (whoever you married) have a good wedding!!!!!!!!
