Feebas is hard to find, but about as easy to catch as any other Pokemon.

In the 3rd Generation (Ruby, Sapphire, Emerald, Firered, Leafgreen) Feebas can only be caught in 6 tiles of the water on route 119. The location of these tiles depends on the trendy phrase, when it changes, the tiles randomly change their location.

In the 4th Generation (Diamond, Pearl, Platinum) Feebas can only be caught on 4 tiles inside Mt. cornet. For Platinum Feebas is in the foggy room of Mt. cornet and can be caught with any rod. For Pearl or Diamond a super rod is required.

The location of the tiles changes everyday and it seems that people within the same trainer group will have the same 4 squares.
