I'm pretty sure that to learn those moves you have to go to the heart scale tutor that lets you 're-learn' moves. There are a few other moves that can only be learned in this manner
Why doesnt your togekiss learn any move?
Togekiss is like the evolution of Clefairy, to Clefable. As soon as you evolve these pokemon, they will not learn any new moves, which is why it is a good idea to evolve them after they have learnt all available moves. You can do this with an everstone, or just not use evolution stones on them. Im not too sure if they can still learn TMs so you could always try that. Hope i helped :)
