For The Sims 2 (with any combination of expansion packs):
Step 1) Ensure the downloaded Sim's .package file and the custom skin are both in your 'C:\My Documents\EA Games\The Sims 2\Downloads' folder.
Step 2) Start The Sims 2, enter a lot, create a Sim, select the premade (downloaded) Sim. Your downloaded Sim should appear at the front of the premade Sim page, with a blue star-like icon at the top of the Sim's picture. Select the Sim downloaded Sim.
Step 3) Go to the tab where you choose your Sim's name.
Step 4) Select a 'Custom' skintone. A list showing the custom texture you downloaded should appear.
This process applies to non-downloaded (default) Sims, as well.
Please note: If the downloaded Sim uses a customized mesh (body model)/texture (skintone) combination, you will need to have a skintone that is made specifically for that mesh. Furthermore, a custom mesh cannot use any default Sim hair/eye colors or any hair/makeup/clothes. Basically, you can only use what it came with, or additional custom content made specifically for that mesh. Finally, A custom skintone will not show up for a default Sim model if it is made for a custom model.

Custom skins only appear to you, and do not travel over the network, unless you have used a hacking program which does so. Sites such as FPSBanana hold skins which, to my knowledge, are perfectly safe. It is perfectly legal to utilize custom skins over online systems. They will only appear to you, and no one else will ever know.

You can use one of two ways: Since Custom Content downloaded from The Sims Exchange is in the proper file format, you can just double-click on the file after it has been downloaded to your computer. The Sims 2 Package Installer will then pop up and allow you the option to quit or automatically install the custom content. Or: After downloading Custom Content, you must place the file in the Download folder under My Documents\EA Games\The Sims 2. If there isn't a Download folder there, then you can create one. Make sure you spell it right, or it won't work. After you have done ONE of the above options, you must: Then enter the game and go to the Game Options menu under Options and choose the option to allow Custom Content to be used in the game. After that, you must restart the game. You will know which objects are Custom Content objects by the large Star icon in the bottom right hand corner of the objects' thumbnail picture in the game.

if you have skins you want to use usually the place you download it from they have the location they want you to put it so to get to cs folder go C: program files steam counter strike counter strike 1.6 and all folders will be there.
To download skins go to http://www.trackmania.southmoon.net/cars/cars/stadium2/!index.php?hra=nations&kam=stadium2 and save to your TMN folder and go to "Gamedata" then "Skins" then "Stadium Car" and then save your Compressed file there(Zip).
