In the preloader, there's a button next to log in for Options. In there is a command called Force Update. This will download a fresh version of the program, even if you have the same update already. There's no practical method of extracting a mod from the jar file, especially if it overwrites in-game files (which they generally do), so downloading a new install is the best way to go.
