You need the storage key first, to get this the Team Galactic Grunt in front of the Galactic Veilstone Building has it so battle him to get the storage key. Then go back into the rusted door in the storage wearhouse and press 'A' to use the key and to open the door. You then have to take the stairway to head further back. The Team Galactic building wasn't built for it to be easy access so you will need towards the back by using the stairs and warp pannels. You need to get to the centre of B2F, because theirs another key that you need if you want to processed further - the Galatctic key. After getting the Galatctic key from B2F, you need to go to the Galatctic Veilstone Building main entrance and enter though the left hand side door or the middle one. In the centre of the room their is the locked door that you want. Use the key on the door and make your way up to 4FL where Cyrus awaits you.
