If you mean how to get shiny pokemon in Black and White, then it's all by chance. The odds to find a shiny are 1 in 1892. That's only 0.0122% of a chance. They are random to find. You can also use Action Replay to cheat yourself some shinies.

Basically you can't, but you can get shiny's with the poke radar if you head to the shiny sections of grass. You can also get shinies in the wild if you reste the game until you find one!
When you load up action replay, uncheck the box for the shiny Pokemon code before starting the game.
