Roserade doesn't exactly learn Weather Ball in the tradition sense but it does know and can learn the move. In-order to teach Roserade the move Weather Ball you need to find a Move Reminder which is an NPC that will reteach a Pokémon moves it already learned at lower levels for the cost of 1 Heart Scale. This is the only way to teach Roserade Weather Ball, many other Pokémon also have moves that require a Move Reminder to learn.

You need to teach a pokemon strength. Its an HM and cannot be erased, so think wise about which pokemon you teach it to.
To evolve a Roselia into a Roserade you must use a shiny stone on it. It won't work if you make a Roselia hold it. Just select use and then use it against Roselia. It'll evolve into a Roserade. Roserades have a high amount of Special Attacks so use Tms on it that teach special moves. Here's a list of them. Shadow Ball, Sludge Bomb, Energy Ball, Extrasensory, and Attract. The last one will help out because Extrasensory isn't that good with Roserade. you need to find a Roselia you can get 1 in the tropey garden, you can run into: pichu, pikachu,krickitoon maby other Pokemon. well you have to use a shiney stone on it it'll become a roserade

You have to get strength, and teach it to your pokemon. It is so easy a caveman can do it.
You can teach Roserade's many moves, yet it never learns Petal Dance. You can teach it Grass Knot anytime, even when it is in it's single stage as a Budew. You can teach Roserade any moves, but I don't have a clue what moves he/she learns when it levels up. x
