It never gets restored. Because most Sonic games are on-going so you can improve your scores and do the extra side-quests you might have missed, if the last continent was restored Chip wouldn't be with Sonic, Sonic wouldn't transform anymore, and Eggman Land wouldn't exist. It's a bit of a let-down not to be able to complete the game fully, but it's the only way it works.
