To make vampire you have to have your Sim go down to Downtown or go to a community lot in their town (which is a lot quicker), then from 7pm vampires will be allowed to come out, they will wear a long dress if it is a woman and a long cloak if it is a man, they will usually have grey skin and red eyes, when they walk they will usually walk with their arm around their mouth. Make friends with it or influence it to turn your Sim into a vampire. Either that or you can cheat. Click Ctrl, shift and C at the same time, a box should appear at the top of the screen, type in:

Then shift-click on your Sim and click "make vampire".
Once your Sim is a vampire, you have to take out all of the windows in your Sims house and you have to buy your Sim a coffin which will be near the beds in buy mode. You have to have your Sim sleep in it from 7am to 7pm and if it comes out it will eventually burn and die. But don't worry, as soon as it is in the coffin, it will stay in the coffin until night comes around, although sometimes, if someone knocks at the door, they will get up, and if they have babies which will cry then they will probably wake up for that reason too.
To turn human again you have to have your Sim ring up the match maker and then buy and drink the vampire potion.
