Go outside, or where grass is, and harvest the grass with the pickaxe - yes, the pickaxe (with silk touch)! This will give you the grass block.
According to the wiki, Sharpness can give 1,5 hearths more damage per level. A regular iron sword does 3 damage. Sharpness II gives 1,5 * 2 = 3 hearths extra damage.

Enchantments are random, there is not a certain amount of xp you need per enchantment. Using more levels does give you a higher level enchantment though.
Try placing your Enchantment Table in a room made of bookcase blocks. You will see white debris coming torwards the table and black debris moving away from it. Soon, the levels will get higher for your enchantment table.

The symbols are randomly generated, so it's luck really. However if you manage to decipher the codes you can actually figure it out although it's very hard. It uses galactic symbols in the enchantment book and so can mean things but it needs to be cracked as certain enchantment don't have certain symbols and are different each time. Also the words, if you even translate them, don't have anything to do with the effect that particular option will give you. It's all random.
