Get with another Sim, other than yourself, (well, duh!) and click them, and hit romantic. Choose an option, then keep doing this until "other Sims name" thinks that "your Sims name" is extremely irresistible. (You will get more and more actions available to choose from as you progress) (I'm not sure if you have to be in a boyfriend girlfriend relationship to do this or not though) once you get there, click the other Sim's, choose romantic, and there should be a choice of make out. you can also make out with the other Sim on a bed, and probably the couch. (i say probably cause I've never tried it on the couch) i hope this helped, and answered you question!
