the feature is called "Form a group". To form one, you just have a sim go somewhere, a venue or another lot, with someone by clicking in the "Go to (let's say Theatre) with" and select the people you want to be in that group. To add more people as you walk around town, simply ask them in an interaction. The group will only disband when you get one groupie to do the "Disband group" interaction, or he can just leave by selecting the "Quit group" one.
