There is absolutelyno way to look for Feebas in a specific tile. It just doesn't work. Here's what has to happen:
Make sure you're willing to spend a few hours (maybe days) playing this cursed game.
Know that Feebas, in Ruby and Sapphire, can only be found in 6 (that's right, 6) tiles of water on Route 119. Six. Out of hundreds. And you can't even just surf them. You have to fish. Every tile. Any rod works, so don't worry about that. I like the Super Rod because the only thing you see besides Feebas is Carvanha.
Sound bad? It gets worse. The tiles are randomized whenever the "Trendy Phrase" in Dewford Town is changed. Don't change the phrase if you're in the middle of hunting.
Now, if you're lucky enough to find the little bugger, DO NOT MOVE YOUR Sprite!!!! Catch more than one. Get male and female so you never have to look for the blasted fish again. But you'll notice that the little things have God-Aweful stats, a lot like a Magikarp. It's like a clone.
Once you've got it, it doesn't even mean that you can get the evolved form simply by leveling up. Oh no, after all that trouble you went through hunting, you've got more work to do!! And you thought you were finished.
Find some berries. Palmtre work the best, but Kelpsy, Wiki, Hondew or Cornn work alright too. Make them into Pokeblocks. You have to max out Feebas's beauty stats for it to evolve. This isn't the easiest thing to do because Feebas is so ugly. Also remember that you can only feed Pokemon up to 12 Pokeblocks, so you might want to save before you start bloating the thing.
After its Beauty is maxxed, THEN and only then will you be able to level it and allow it to evolve into *gasp* Milotic. And then you'll be that much closer to finishing your Pokedex.

Feebas stays in those tiles of water until you change the "Trendy Phrase" in Dewford Town. When you change the phrase, the tile locations will be switched to other tile locations. It doesn't matter what phrase you say. If one person says the same as another and finds a feebas, in the other game, theres a big chance that the other person won't find it in the same location.
Yes, in Mt. Coronet. Fly to Celestic Town and go west into Mt. Coronet and then go north and you will see a lake. You need a Super Rod to find Feebas. So use the Super Rod on a random tile of water until you find 2 Pokémon. If neither are Feebas, then go to a different tile. Keep repeating this step until you find Feebas. Feebas is hard to find, but easy to catch. Feebas is only in 4 tiles of water and has a 50% chance to be found on those 4 tiles and changes every day.

The most common wall tile is simply a white ceramic tile. These tiles are extremely cheap and easy to make and install. One can purchase them at a home improvement store.
You will never know this, it is completely random. You should go to the route and keep fishing in every tile 5-6 times. When you find Feebas, catch 5-6 so when you need another you just need to breed it.

feebas is randomly found by by fishing with a super rod on route 118 on one of the 200ish tiles. fish on each tile 3-4 times. there are nine feebas tiles, randomly set. good luck, and happy fishing!
You can only find him/her on ROUTE 119. There are only 6/about 400 tiles you can find it in.(Tiles are the peices of area your character stands on.) The 6 tiles are changed randomly depending on the "trendy saying" in Dewford town. When you find a tile that has FEEBAS in it, you can use your OLD ROD as many times as you want to get tons of FEEBAS until the Dewford Town "Trendy saying changes. So if you find the FEEBAS tile.... DON'T CHANGE THE "TRENDY SAYING"!!!!!!!!!!
