You move out! Put all of your furniture into your inventory, and move out. When you are in your new house, the sim that ran away will be there with the rest of your family. Only do that if when you click on the phone, and 'report ____ as missing' that they don't come back. If you are low on funds, on your keyboard type (while your on the game) CTRL, SHIFT, C.
