You can only do this with Mario. Get 14 stars and stand on the sun rug in the lobby. Press X twice to go into close-up mode, and then direct your gaze at the light coming from the ceiling. You will be transported instantly there, flying with wings (this is why this only works with Mario as he is the only one that can get wings). Land on the tower, jump on the switch and your job is done! To get back, just jump off the tower (you don't lose any lives for doing this) and you will be right back on the rug again. Result!
NB: If you go up again, don't land immediatly-there are red coins to collect in the sky for a secret star.
