The fourth Pokemon Gym is located in Celadon City. Celadon City can be accessed by heading right on Route 5, the path that connects Cerulean and Vermillion City. You will need the HM Cut to clear a tree blocking your path, and from there there is a straight path to the Rock Tunnel. This is a cave similar to Mt. Moon that you will need HM Flash to navigate through. After getting out of the Rock Tunnel you will arrive in Lavender Town. From there, Celadon City is to the left. The fourth gym is at the lower left corner of Celadon City. The leader is Erika who specializes in Grass types.
