you need to get to floor five and obtain the card key. You will have to us the floor tiles that move you around to get to floor seven. Fight your rival their. The person standing next to him will have a lapras if you want it. Eventualy you will get to floor 11 and use the card key to open the doors. Defeat Giovanni and talk to the president. He will give you a master ball
