Go to the Poke Fan Club In Vermilion City and he gives you like the ticket to get the bike and then go back underground to cerulean city and go in the bike shop to talk to the guy and he gives you a bike then you can go on the Cycling road to get to Fuchsia City. This is how you do it in pokeon blue and red. And i have fire-red and i don't recall it being different. So hopefully this is right. U need a poke-Flute for it so you better get that, i think you get it from a professor's assistant i think, I'm not sure, but i don't think there is a way without the poke-flute.
