I'm not sure it's about sheen, I think it's more about how high your rating is in one particular area. My Pokemon is very close to maximum "cool" factor, and I've won all the competition levels except the last. With these stats in mind, I received the scarf--I'm not sure if that's what did it, but keep it in mind.
