To get to Cinnabar Island you'll have to surf down from Fuchsia City(hop down the ledges by the gym to get to the ocean.) and go through the Seafoam Islands.(Which you can find Articuno in. Kinda hard to get to her/him/it though cause of the puzzle involved.)OR!!! (if you don't wanna take the time to do what everyone else did.) you can go down from Pallet Town (which is MUCH faster and easier).Use Surf of course.
