First, you need to beat the 8 gym leaders and professer Elm will call you and tell you he needs to see you and he will give you a master ball and say the kimono girls came by to see you so after that you need to go to Ecruteak city and they will fight you all of their Pokemon are evolved eevees then after you battle them (and win) you need to swim to whirl island and find a guy and show him your silver wing and he will let you pass, you need to go all the way to the bottom there should be an entrance when you go in you talk to the kimono girls and the will start playing a song and summon Lugia if you use the master ball there will be no fail to catch Lugia also right after that you can go tocatch Ho-Oh u find him in whirl islands after releasing the 3 legendary dogs
