After you defeat the 'fake' Director in Goldenrod Radio Tower, he will give you a Basement Key. From there, you need to go to the Underground. There is an entrance just below the Game Corner and an entrance next to the Name Rater. Instead of going straight through the Underground, there's one corridor that you should see going off to the right. Walk down that corridor and you should see a door with a sign next to it, saying 'NO ENTRY BEYOND THIS POINT'. The Basement Key should unlock this door. Good luck.
