However, someone was right beside it. Perhaps you game has a glitch. If you used any kind of cheats and ran past the man selling RageCandyBars in Mahogany Town without him letting you get past (i.e.: you ran through him/around him using a Walk Through cheat), then that may also be the cause. To fix the problem, try heading back to Goldenrod City and beating Team Rocket and its executives, which all are in the Radio Tower. Hope I helped.
