In order to get the white hoody, you must unlock it. To unlock it, you can go to a Toys R' Us near you, purchase a toy from the Club Penguin section, and it will come with a coin. Each coin comes with a code, and you can unlock items for your penguin from the Club Penguin site. With each code you can unlock two items from the "Treasure Book" and you can choose to unlock the white hoody with your coin. That is the only possible way to do it.
The white scarf is in some Penguin Style catalogs. Right now the scarf is in the November 2009 issue, but it will be there until it goes on Clearance, probably in February.
You can get it now for 50 Coins in the Penguin Style catalogue (As of December 2012.)
