Put the new master cylinder in a vise, fill with fluid, take a round item and push in on the back side where the brake rod usually pushes. As the fluid starts coming out the air will also. Cover the holes as you let up on the rod you are using to bleed with. When air quits coming out refill reservior , reinstall , you shouldn't have to bleed the brakes if this was done correctly

The master cylinder on a 1999 suburban is pretty easy to change. Under the dash, disconnect the clutch pedal from the cylinder rod. disconnect the brake lines from the master cylinder and allow to drain into a container. Unbolt the cylinder and remove. Install the new cylinder and connect the lines and rod back up. Add new fluid, and bleed the slave cylinder to finish the installation.
There may be a difference if it's power brake or not. Compare the depth of the area that the rod goes into between the old master and the new one.
