How do you get the move roar in Pokemon pearl?

In the begining of Pearl/Diamond you can only catch Bidoof,Starly,and Shinx before getting to the next few towns. Catch Shinx.(The guide tells you to wait,but that isn't nessisary) Once Shinx evolves into Luxio it will soon learn the move roar.When used,roar blows the foes' Pokemon away pulling the next Pokemon out of their bag.In a wild Pokemon encounter,roar ends the battle.

I chose the Pokemon Shinx because in it's final evolution,Luxray,it has great attack and defense stats.So great,the normally super-effective ground move earthquake,can hit up to 3 times before Luxray faints.*
