Lucky eggs can be held by Chansey. The best way to get a lucky egg in HG is to use the swarm trick. After obtaining the national pokedex, tune in to Professor Oak's talk show and each day, the show will mention a usually rare pokemon that is swarming. If the swarming pokemon is not chansey, SAVE (will not work without saving each time) and turn off the DS. Turn it back on, change your DS time to 23:59 (11:59 pm) and then play the game again. When the clock rolls over to 00:00, check the talk show to see what pokemon is swarming. Each time it is not chansey, SAVE and keep changing the DS time. This can take a while, but eventually chansey will be swarming on route 13. When it does, take a pokemon with the ability compoundeyes (b/c that ability makes held items on wild pokemon more likely) and another that knows thief or covet. Look around the grass on route 13 (you need cut to get to it) with the compoundeyes pokemon in the lead position. When chansey appears, switch to the pokemon with thief or covet and use that move on chansey. Chansey may be holding either oval stone or lucky egg; keep trying until your pokemon steals a lucky egg. MAKE SURE that your pokemon with thief or covet is NOT holding any item before each battle.

To know for sure if a Chansey is holding a Lucky Egg, have a Pokemon that knows the Ability "Frisk", such as a Stantler. Put it into the first slot in your party. When you go into battle and encounter a Chansey, "Frisk" will tell you what it is holding. If nothing happens, then that means Chansey isn't holding anything.
