You get the jade orb by having both Groudon and Kyogre BOTH from
Embedded Tower in your party, and then go see Prof.Oak in Pallet Town. In Heart Gold you need to get a traded Groudon from Soul Silver, and in Soul Silver you need a traded Kyogre.
