You have to go to Lavender Town and then go to the Radio tower. From there, talk to the gentleman who gives you an upgrade for your Pokemon raido (it's in your pokegear). When you go back to the snorlax and play the Pokemon Flute chanel and it will wake up and battle you. Then you can go through Diglett's Cave.
