you beat all the other gyms then after you catch giratina (or beat it) Cynthia will tell ya to go see prof rowan. he'll talk to you and say that the blackouts over and then you go to sunyshore city.

first when you have seven gym badges and beat Cyrus at the veilstone galactic warehouse you go up to mt. coronet and at the spear pillar you will see palkia(pearl)(you can get dialga on diamond like me(:)then battle, run, or catch it. then go down mt. coronet(it would be easy if you had dig or an escape rope) then fly to veilstone city or pastoria(i would go to veilstone) go to where lake valor is(you could catch azelf if you like)go to the right where the big dude was standing(he will be gone(: yay) then walk past a few trainers go through a building thing and you are there Tip: the sunyshore gym leader has octillery, ambipom, luxray, and raichu

Never trade Pokemon if you want them to like you. its easier that way. even if your Pokemon was traded and traded right away back to you, i tll hate you. also, in the resort area, there is a building where you are only aloud to go in if one of your Pokemon has 10 ribbons. if you go to the 2nd floor, you can massage your Pokemon there. that helps alot. you can only go to the resort area if you beat the Pokemon league.. When does the power failure in Pokemon Diamond go away?
If you cannot enter Sunyshore City because the guy talking about a blackout is blocking your way, it is because you have additional battles you must complete and Pokemon you must collect before entering that part of the game. Go to Mt. Coronet first and complete that part of the game and you should be able to end the blackout.
