The DNA Splicers don't actually appear in Pokemon black and white. There not even in the code so you cant hack to get them. They were invented by Ghetsis in Pokemon Black and White 2.

Yes. You first have to beat the pokemon league then go to the giant chasm where you battled against black kyurem, and you can catch the regular kyurem, then you will get the DNA Splicers which will allow you to combine the DNA of Kyurem and Zecrom to get Black Kyurem.

Im not sure if you are able to splice or seperate if the pokemon are weakened or have status conditions, however.
Yes, Black Kyurem is available in Pokémon Black 2 but it's not available for catching. You will be able to get Black Kyurem under your possession later by beating N in the ruins of his Castle in the Victory Road and then catching Zekrom in the Dragonspiral Tower and then finally catching Kyurem in the Giant Chasm and receiving the DNA Splicers.
