The Azure Flute appears only in Pokémon Diamond, Pearl, and Platinum, and though the data exists, it was never given out in events. The only way to obtain it is by cheating...unless you have direct access to Nintendo's software to download it "legally."
If you mean the Blue Flute, the item that allows you to awaken a sleeping Pokémon in battle and has unlimited usage, it is also unavailable in FireRed and LeafGreen. You can trade for it from Ruby, Sapphire, or Emerald if you want to, but the Poké Flute that you're required to obtain in regular gameplay works the same way.
