Take the ladder up to get to him
P.S: He's not in his gym because Cinnabar Island is under Volcanic Eruption and therefore nothing on the island apart from a Pokemon Centre without requiring Rock Climb which can only be received through Prof. Oak after defeating all gym leaders
On other games he will be in his gym
