There are two different ways to obtain the Stealth Camouflage in Metal Gear Solid 3: Snake Eater or Subsistence (doesn't matter which one).
1) Shoot all the Kerotans (frogs)
I don't recommend this one. Although less time consuming, finding all these can be difficult as they blend in with the environment. And some are difficult to hit. Like when EVA and Snake are riding on the motorcycle.
2) No Alerts
This one is by far easier. You have infinite saves and can restart anytime you want. Hardest place to sneak is Escaping Grozny Grad.

You unlock Stealth Camouflage (i.e. Invisibility Cloak, Predator Camo, etc.)
One can obtain the Stealth Camouflage item in Metal Gear Solid 2: Sons of Liberty by beating the Tanker chapter with seventy-six (76) dogtags or beating the Plant chapter with one hundred twenty (120) dogtags.
To obtain the Stealth Camouflage item in Metal Gear Solid, you must complete the game with the ending where Meryl dies. To do this, submit to Revolver Ocelot's torture after you are captured.
There already is a 1998 called Metal Gear Solid which is based of the stealth video game series. In 2012, there will be a sequel to that movie.

It's all a matter of opinion, Metal Gear Solid 4 is more stealth and resident evil 5 is more of a shooter. If your just looking at ratings though, Metal Gear Solid 4 did much better.
I'm pretty sure it does the same as in MGS1, makes you invisible.
In Metal Gear Solid 3: Snake Eater 3D for the Nintendo 3DS, Yoshi replaces the sixty-four (64) Kerotan dolls found in the original Metal Gear Solid 3. Shooting all of them grants the player the Stealth Camouflage item.

If you mean story wise then I believe it goes: Metal Gear Solid 3: Snake Eater Metal Gear Metal Gear 2: Solid Snake Metal Gear Solid Metal Gear Solid 2 Metal Gear Solid 4 But I may be wrong, and that isn't counting either of the Portable Ops games.
