To gain a Simisear on Pokemon Black/White, you need a Pansear first. If you chose Oshawott, you can get a Pansear from somebody in the Dreamyard. To evolve it to a Simisear, however, you need to use a Fire Stone, which can be given to you by a scientist in Castelia City.

Many evolution stone pokemon, like Ninetales, and Simisear, do not learn moves by levelling, meaning you need to level the preform up until it learns the moves you want, and only then use the evolution stone.
In Pokémon White, Simisear is not capable of learning any additional level-up moves however the Move Relearner is capable of re-teaching it level-up moves such as Lick, the Fire-type move of Flame Burst and the Normal-type moves of Leer and Fury Swipes.
