The big Pokemon is most likely a Snorlax. This Pokemon is in a very deep sleep and can only awake to the sound of a PokeFlute. This item is not obtainable in Pokemon Crystal, however, there is a substitute for it. The Radio tower in Lavender Town (Kanto) broadcasts a PokeFlute channel which, if tuned to and played in front of Snorlax, will wake the Pokemon up and clear your path.
Your PokeGear radio does not naturally pick this broadcast up, so you must obtain a second radio card. This will be given to you in the Lavender Town Radio Tower, but only after you have retrieved the stolen Machine Part and given it back to the Power Plant on Route 10.
