You use PokeBlocks for bait. First you need the Pokeblock case from one of the kids in the first contest hall that you encounter. then you need berries. finally, you need at least one more character to help you spin the Berry Blender. Then...voila! PokeBlocks! Note: you don't need bait to get all the Pokemon in the Safari Zone. just stay in one square of grass and rotate. this way, you will encounter almost all the Pokemon in that area, and you won't use up steps!
