U first walk to sudowoodo then u will see a girl next to it saying that when she sprinkled water on it it would move like it didn't like it .......... shell go back to the flower shop in goldenrod city next to the gym......before u go into the flower shop to get the water bottle u need to beat Whitney the gym leader. Then go into the flower shop and talk to the girls sister then she will give it to u....!!!!!
