First go right until you see the cage lift. Then take out an 'o' berry and place it on the red/brown handle water should come out of the pipe. Next place another 'o' berry on the other side of the scale where the water is going. Last of all place one 'o' berry on the wooden plank tied to some string then the cage will lift.
