here's a nice and easy step by step process:
1.) go to the pond where sasuke usually hangs out at (the one with the little island in the middle)
2.) make sure u have level 3 chakra concentration and make your way to the northeast corner of the lake where there's a cave
3.) enter the cave and continue to the back and run into the darkened fence area. you will be teleported to the hokage roof but your not done yet
4.) use the ramps and your jumping skills to make it to the very top of the hokage roof. the surroundings should be like that of the hokage arena in the multiplayer maps
