you can either:
1. get it from a trade or on the GTS
or
2. get a feebas from the basement of Mt. Coronet. a feebas will only be found in four water tiles for fishing in the basement, and these tiles randomize every day. Then evolve the feebas by getting it to, or close to, max Beauty through the use of poffins.
- migrate feebas from ruby/saphire or catch Feebas in mt coronet (beware-- it is very rare though!)
- Make sure she (it HAS to be a girl) likes dry food, otherwise it will be harder to evolve it
- find a pamtre berry; go in the amaty square in hearthome city and check every 200 steps to see if you have a pamtre berry
- grow the pamtre berry and have about 10 to cook as poffins
- cook the pamtre berry at the poffin house in hearthome city
- feed to the female feebas until she cant eat anymore
- level her up
- she will be a milotic!
