If you catch a wild Chansey there is a 5% chance it will be holding a Lucky Egg. I recommend using the move thief to steal the Chansey's item instead of catching it. Since Chansey is VERY rare you probably won't find him unless there is a swarm. Patience is key good luck, no pun intended.
