First you have to battle the Grunt in front of the building. After you win you have to go to the west of the village and go up into some trees. Then take a few steps forward and you will battle two more Grunts. Make sure your Pokemon are fully healed. After you battle them and win, they will run and drop the key to the Valley Windworks Building. The man will give it to you and give you honey.
