You have to go to Eterna City and beat team galactic who are in the building at the top of Eterna City (you will need the move cut) then when you have beaten team galactic go to the bike shop which is just down from the Pokemon centre in Eterna city and th e shops owner will give you a bike as a reward for rescuing him.
