You will need to unlock every skin in the game in order to completely unlock all skins on dummy never fails community. The way I did it was by completing every single level and then by replaying the easier ones to unlock the remaining skins. One by one I got closer to unlocking all of the skins until finally I did. Hope this helps. Another tip that a friend of mine gave me was not to lock the skins in the first place. I haven't tried this myself but he swears that it works.
