How do you unlock ALL skins on dummy never fails community?

You will need to unlock every skin in the game in order to completely unlock all skins on dummy never fails community. The way I did it was by completing every single level and then by replaying the easier ones to unlock the remaining skins. One by one I got closer to unlocking all of the skins until finally I did.

Another tip that a friend of mine gave me was not to lock the skins in the first place. I haven't tried this myself but he swears that it works.
