Unfortunately, There is no way to get all toontown gags in toontown. You have to train your gags to get them. Also you can only get 6 out of 7 tracks. When Toontown first opened, you could get all gags. But now, you can only have 6 of the 7 gag tracks. Though toontown's taken away the privilege of all 7 tracks, they've given us the level 7 gags so I guess, in a sort they took something and gave us something else in return.

It's really easy to get all gagas in Toontown. According to dictionary.com, gaga means crazy. Since toons by default are already crazy, toons are all gagas by the beginning. On topic: You can't get all gags. Only 6/7 gag tracks when you finish Donald's Dreamland.

Sorry, but you simply cannot get anything besides Toon-Up or Sound, depending on which gag you chose, while you are a free to play toon. However, if you get membership, you can get all but one gag in toontown. You can only have a total amount of three gags in toontown without membership. With membership, you can only have a total of six gags out of the seven. :)
